That looks like 4-gauge non-metallic sheathed electric cable that was passed through the hole in the brick wall of this house in Atlanta. National Electrical Code considerations aside, the gap around the wire also made for an irresistible entry gap for rats to get into the house. I suppose an electrician who's unconcerned about things like electrical code violations would be even less concerned about keeping rats out of the house.
