How Norway Rats Got into this House in Atlanta

Norway rat hole into a house in Atlanta
I'm sure that the rats got into the house through that hole in the siding. I'm not so sure about how the hole got there. The downspout obviously isn't where it's supposed to be, as evidenced by the location of the French drain. So I'm guessing water damage softened the siding, and the rats gnawed and pushed their way through it.
We'll have to fix the water problems before we can seal the rats out of this house in Atlanta. We'll also non-chemically trap and remove the existing rats, of course.
