Handyman rat-proofing attempt in Roswell

Here's one that had me scratching my beard trying to make sense of it. The handyman attached that roughly four-inch square of screening over the part of the lattice where the pipes and wires pass through, but left the rest of the lattice unprotected. That allowed rats into the crawl space of this house in Roswell, Georgia.
