Rats are very adept at getting into homes and commercial buildings, so the inspection has to include the whole building from top to bottom. The rodent-exclusion part of the job also needs to encompass the whole building. You can't just patch the holes the rats are using and stop. You have to seal off any ways that the rats might potentially use to get inside the building.
The upside is that a comprehensive, non-chemical rodent control job will keep rodent pests and nuisance wildlife in general out of the house.
